"United Russia" (UR, the Party, colloquially YedRo) — a nationwide political party that has been in power since its founding; it comprises the majority of senior officials and prominent public figures of the Russian Federation.
Nature of the phenomenon
United Russia is a mutual career-support society for officials seeking social and material advancement in modern Russia. The party lays claim to governing and regulating every sector of the national economy, as its ideological core is a set of cross-platform directives from the national leader, known as the Putin's Plan.

In addition to the Party's deputy reception centers, a public reception office of Party Chairman V.V. Putin was opened to serve the public. Citizens are received there by deputies from various levels of representative government — deputies of the Party's factions in the State Duma, the Regional Legislative Assembly, and the City Duma of Nizhny Novgorod. In addition to citizen reception sessions, deputies carry out a great deal of other varied work to assist citizens, which is no less significant for the people. For example, on July 1, 2009, a law came into force banning gambling activities in Russia, with the exception of designated gaming zones. Nevertheless, many underground gaming halls remained operating on the territory of our region. In connection with this, on July 1, 2009, the Party launched a hotline for the closure of casinos... The Party also remembers the older generation. Four specialized Party projects were launched for them in the Nizhny Novgorod Region: "Healthy Vision," "Age Is No Problem When the Soul Is Young," "Computers Are Easy," and "Let's Get Acquainted." |

Leadership
Chairman of United Russia — Putin, who is not a party member.
Initially, the party's governing bodies consisted of the general council (15 members), the central executive committee, the supreme council, and the central political council (dissolved in November 2004).
The Supreme Council (63 members) — determines the party's development strategy. Council Chairman — Boris Gryzlov; co-chairmen — Mintimer Shaimiyev and Sergey Shoygu.
The Bureau of the Supreme Council (15 members) — forms part of the Supreme Council.
The General Council (150 members) — is the party's supreme political governing body between congresses. The general council's remit includes issuing statements on the most important issues of the country's social and political life, appointing and removing the head of the central executive committee on the party chairman's proposal, and liaising with governmental and local self-government bodies.
The Presidium of the General Council (21 members) — forms part of the General Council and is the party's permanent governing body. The Presidium directs the party's political activities — from drafting pre-election program proposals to organizational, party, and ideological documents. Its remit includes taking decisions on convening an extraordinary congress, and creating and dissolving regional branches. The Presidium is authorized to approve the party's budget and, on the recommendation of the Supreme Council bureau, to submit to the congress a proposal for nominating a candidate for the office of President of Russia and nominating candidate lists for elections to the State Duma.
The Secretary of the Presidium of the General Council directs the activities of the Presidium and is authorized to make political statements on behalf of the party, to sign financial documents of the party as the primary signatory, and to sign documents falling within the remit of the General Council and its Presidium.

Deputies — Svetlana Zhurova (liaison with public associations and youth work), Konstantin Kosachyov (international relations and contacts with other parties), Yuriy Shuvalov (creative work and liaison with the party's political clubs).
Symbols of United Russia
The party's symbol is a walking bear facing left.
The party congress held on November 26, 2005 adopted decisions changing the image of the bear: instead of a brown-colored bear, the party symbol became a white bear outlined in blue. Above the bear image is a waving Russian flag; below it is the inscription "United Russia."
The bear's symbolism is actively employed by the party, including through various allusions. For instance, one section of the party's official website is called "The Den."
