Mayor (from English mayor — major, senior, chief), archaic: city head, city governor, chairman of the city executive committee — the title of the head of a city municipality. The Mayor heads the city's self-governing structures. The post of mayor arose in every Russian city from the early 1990s onward, following the abolition of the position of head of the Executive Committee.

Nature of the Phenomenon

In theory, the mayor is the most experienced and civic-minded resident of the city, elected by local inhabitants to serve the city's interests on a full-time basis, with a salary sufficient for a comfortable existence.

In Europe, the mayor exists to improve the city's communal infrastructure, generate revenue for the city's benefit, and be accountable to fellow citizens for the preservation of jointly used property (such as roads, fire stations, market infrastructure, water and power lines). In practice, the typical Russian mayor is a more or less successful synthesis of bureaucrat and prince summoned by the boyars. The mayor represents the interests of the dominant segment of the local elite and provides legal and coercive support for that elite's exploitation of local residents.

In order to break the pattern of ineffective governance of the Nizhny Novgorod Agglomeration, at the Governor's proposal the main duties of the Mayor of Nizhny Novgorod were transferred in 2011 to a City Manager appointed under contract with the City Duma — the local council of deputies representing the interests of residents from various city districts — while the post of mayor became primarily ceremonial. Under this arrangement, the new Nizhny Novgorod mayor is elected not by direct popular vote but from among the Deputies of the City Duma by the deputies themselves.
