City Manager (municipal administrator) — one of two heads of Nizhny Novgorod, functionally an executive director and in practice the head of the city administration. (The Mayor holds the title of city head in name only.) Hired under contract by the deputies of the City Council for the duration of its term.
On December 6, 2010, businessman, restaurateur, and public figure Oleg Kondrashov became the first City Manager. By that time he already had experience working as a contract director heading Nizhny Novgorod's electric power sales company.
Powers of the City Manager
The powers of the administration of the city of Nizhny Novgorod include ensuring the fulfillment of locally significant tasks:
- in the area of planning, budget, and finance,
- in the area of municipal property management,
- relations with organizations,
- in the area of land use and other natural resources,
- environmental protection,
- in the area of urban development and investment activity,
- in the area of transport, communications, and informatization,
- in the area of housing and housing-utility services, provision of retail, public catering, and household services,
- in the area of healthcare, education, tourism, and cultural services for the population,
- in the area of social policy,
- in the area of ensuring legality, public order, and the protection of citizens' rights and freedoms.
Requirements for candidates for the post of City Manager of Nizhny Novgorod
The following mandatory requirements are imposed by the deputies of the City Duma of Nizhny Novgorod on candidates for the position of City Manager:
- higher education,
- at least three years of work experience in managerial positions in the fields of finance, law, industrial production, or other branches of the economy or social sphere,
- or at least three years of municipal or civil service experience in senior or principal municipal (civil service) positions,
- or at least three years of work on a permanent basis in elected municipal (public) positions.
Interesting facts
- The City Manager is accountable and answerable solely to the City Council. He is required to submit to it annual reports on the results of the Nizhny Novgorod administration's activities, including on the resolution of matters raised before him directly at Duma sessions.
- According to the charter, the contract with the City Manager is concluded by the head of the city of Nizhny Novgorod.
