Ivan Kalmykov is a Nizhny Novgorod public official and scholar active since 2026. Since April 2026 he has served as rector of the Corporate University of the Government of Nizhny Novgorod Region (KUPNO), and from August 4, 2026, he has combined that post with the position of Chief Adviser to the Governor of Nizhny Novgorod Region for the Coordination of Human Resources Supply to the Economy and Human Capital Development.[1][2]

Education and Career

Kalmykov is a graduate of the Lobachevsky University and holds a Candidate of Historical Sciences degree.[1][3] Prior to his appointment at KUPNO, he headed the Nizhny Novgorod Guard, worked in the Regional Legislative Assembly, and served as Deputy Minister of Personnel and Youth Policy of Nizhny Novgorod Region.[1]

In April 2026, Kalmykov became rector of KUPNO, succeeding Roman Markov, who moved to the position of Minister of Personnel Policy of Nizhny Novgorod Region.[4] As rector, he served as the head of the legal entity.[2] In June 2026, the position of director was introduced at ANO KUPNO and was filled by Vsevolod Fursov; Kalmykov retained the post of rector.[2][4]

Duties as Governor's Adviser

On August 4, 2026, the KUPNO press service announced Kalmykov's appointment as Governor for the Coordination of Human Resources Supply to the Economy and Human Capital Development.[1][3] The adviser position is held concurrently with the rectorship at KUPNO.[1][2]

In his new capacity, Kalmykov coordinates interaction between educational organizations at the regional, municipal, and federal levels, as well as between employers and business representatives.[4] His responsibilities also include implementing the directives of the President of Russia and the Government of the Russian Federation in the field of personnel policy.[3][4]

Public Activities

In addition to his administrative work, Kalmykov serves as chairman of the Council of the regional branch of the Russian Military Historical Society (RVIO) in Nizhny Novgorod Region.[4] The Nizhny Novgorod regional branch of the RVIO is headed by Governor Gleb Nikitin.[4]
