The Zeleny Dol cottage settlement is a suburban residential development in Gorodetsky District, situated on the shore of the Gorky Reservoir on land belonging to the Gorodetsky forestry district. The settlement gained widespread attention due to a years-long legal dispute over the legality of the structures built on its grounds, which concluded in 2026 with a ruling ordering the demolition of all permanent structures.[1]
History and Legal Status of the Plots
Land plots of 4.2 hectares and 2.5 hectares on the territory of the Gorodetsky forestry district were leased in 2008 by the firm "AKA" and V. Oborina. The lease rights were subsequently transferred to Zeleny Dol cottage settlement, registered on November 2, 2005. The Association is headed by businessman and former Nizhny Novgorod City Duma deputy Alexey Bobrov.[1]
The plots were allocated for recreational purposes, which permitted only the placement of temporary structures. Nevertheless, approximately two dozen houses were built on the settlement's grounds — predominantly two-story permanent structures classified as real property. Many of them belonged to well-known Nizhny Novgorod businesspeople.[3]
The Legal Dispute
The lawsuit seeking demolition of the unauthorized structures was filed by Nizhny Novgorod Interdistrict Environmental Prosecutor's Office. On March 24, 2026, the Gorodetsky City Court ruled that 18 structures were unauthorized constructions and ordered their owners to demolish them. The court established that the construction of permanent buildings was inconsistent with the designated use of the forest plot and was not provided for in the forest development plan.[2]
The property owners and the association appealed the ruling, arguing that the cottages were not permanent constructions and could be dismantled without damaging their structural elements; the defendants also challenged the quality of the expert assessment conducted in the case. The association's counterclaim seeking recognition of the absence of ownership rights was dismissed by the court.[3]
On August 11, 2026, Nizhny Novgorod Regional Court reviewed the appeals and found the conclusions of the first-instance court to be lawful and justified, dismissing the appeals.[4] According to available information, the cottage owners intended to appeal the ruling all the way to the Supreme Court.[3]
