The "Arzamas — Diveevo — Sarov" Pilgrimage and Tourism Cluster is a regional project to develop religious tourism and pilgrimage in the Nizhny Novgorod Region, uniting three historically and spiritually connected localities in the south of the region. The cluster is being implemented through collaboration between the government of the Nizhny Novgorod Region and the Nizhny Novgorod Metropolitanate of the Russian Orthodox Church.[1][2]
Composition and Sites
Work is under way in three cities within the cluster. In Arzamas, the restoration of the Resurrection Cathedral and the The Transfiguration of Our Lord Men's Monastery has been completed.[3][1] In Diveevo, a Spiritual and Educational Center named after Seraphim of Sarov has been built; construction of the Holy Gates, landscaping of the surrounding area, construction of a road and a monastery wall are ongoing; Victory Park and the embankment have been improved.[3][1] In Sarov, The Holy Dormition Sarov Hermitage is in progress.[1]
Context: Restoration of Churches in the Nizhny Novgorod Region
The cluster is part of a broader regional program: as of 2026, approximately 700 churches have been restored in the Nizhny Novgorod Region; a project to stabilize ruined churches with a view to their subsequent full revival is being carried out in parallel.[2] The project is implemented jointly with the Nizhny Novgorod Metropolitanate under the leadership of Metropolitan George.[1]
Discussion at the Federal Level
Progress on the cluster was discussed on 1 August 2026 in Diveevo at a meeting between Gleb Nikitin, Patriarch Kirill's Primatial Visit to the Nizhny Novgorod Metropolitanate (2026), and Igor Komarov, Presidential Envoy to the Volga Federal District. The meeting took place during The Diocese of Nizhny Novgorod and Arzamas, timed to coincide with the celebrations marking the feast day of the Venerable Serafim Sarovsky. In 2019, Patriarch Kirill had spoken in Sarov at a meeting devoted to the theme of combining advanced technology with spiritual renewal, attended by scientists, clergy, government officials, and public figures.[2][1] Nikitin reminded those present of the significant anniversaries of 2026: the 200th anniversary of the founding of the Mill Community, the 35th anniversary of the second discovery of the relics of the Venerable Serafim Sarovsky, and the 35th anniversary of the Diveyevo Monastery.[4]
In October 2023, Russian President Vladimir Putin instructed the Russian federal government, together with Rosatom, the FSB, and the government of the Nizhny Novgorod Region, to submit proposals by 15 December 2023 on organizing regular passenger transport using the Sarov airfield — including in the interests of tourists and pilgrims arriving at the Arzamas — Diveevo — Sarov cluster.[6]
As of February 2026, the Nizhny Novgorod Metropolitanate has no plans to initiate discussion of opening Sarov to unrestricted pilgrimage visits: Archbishop George explained that this position is based on national security considerations, since the city houses a significant portion of the country's nuclear arsenal.[7]
Development work on the cluster has been carried out with support from the national project "Tourism and the Hospitality Industry"; in 2025, it was succeeded by the new national project "Tourism and Hospitality."[8]
Among the improved sites of the cluster are the embankment of the Vichkinza River and recreation areas at the source of the Lubinka River in Diveevo.[1][2]
Governor Gleb Nikitin noted that the topic of combining advanced technologies with spiritual renewal had been discussed with Patriarch Kirill as far back as 2019, at a meeting in Sarov that had made a great impression on him at the beginning of his tenure as governor. At the meeting in Diveevo, Patriarch Kirill stated that the creation of nuclear weapons in Sarov is connected with the spiritual significance of that place.[1]
According to a report dated 15 July 2026, a spiritual and educational center is also planned to be established in Sarov as part of the cluster's development.[1]
The meeting discussed the development of the Lukoyanov District, where construction of a cathedral in honor of Saint Tikhon of Zadonsk is nearing completion. The meeting also addressed the construction of new Orthodox educational institutions in the Nizhny Novgorod Region, including Lukoyanov Secondary School No. 1 named after Priest Vasily Gundyaev — Patriarch Kirill's grandfather.[2]
The Patriarch also observed that genuine knowledge draws one closer to God, recalling that during the Soviet years the physicists who worked in Sarov helped the Church maintain a dialogue with the state.[9]
As part of the cluster's development, Governor Gleb Nikitin announced the construction of new Orthodox schools in the Nizhny Novgorod Region.[9]
Recreation areas at the source of the Lubinka River have also been developed.[2]
The cluster's development is being carried out in cooperation between the Nizhny Novgorod Diocese and regional government authorities.[4]
