ICD "Olgino" is a project for the integrated development of undeveloped land in the south of Prioksky District, Nizhny Novgorod. It has been under implementation since the 2020s and is considered the flagship project of its kind in the region: the total area of the project zone is 265.2 hectares, and the projected future population is approximately 46,000 people.[1]

Project Composition and Scale

The project is divided into four lots. Upon completion of all phases, nearly 1.4 million square meters of housing are planned to be built on the site.[2] The regional operator is the Direktsiya po Stroitelstvu Group of Companies, 100% of whose shares are owned by the Government of the Nizhny Novgorod Region. The direct developer of the third lot is the specialized developer KRT-1, a subsidiary of Direktsiya po Stroitelstvu.[4]

Third Lot — the "Novoye Olgino" Quarters

In August 2026, Ministry of Urban Development and Agglomeration Development of Nizhny Novgorod Region approved the planning and land subdivision project for the third lot, named "Novoye Olgino."[1] The site area is 76.3 hectares; total housing area will be 334,000 square meters, designed for approximately 11,000 residents.[3]

The new microdistrict will feature multi-apartment buildings of varying heights with ground-floor public-use spaces. Residential buildings are designed with variable floor counts — from five to fifteen stories, with 24-story landmark towers.[5] Social infrastructure includes two kindergartens — with capacities of 400 and 280 places — and a school for 1,500 pupils. Transport and engineering infrastructure development is also planned. The Institute for Agglomeration Development is preparing documentation for the expansion of Nizhny Novgorod's tram network; a significant portion of the new lines is designed with residents of Olgino and the neighboring Novinki district in mind.[5][2]

The planning concept is built around a "car-free courtyard" principle: there will be no surface parking within residential clusters. In their place, landscaped spaces will be created with walking paths, children's playgrounds, and sports areas. Vehicles will be accommodated in separate multi-level and combined above-ground/underground parking facilities outside the courtyards. The blocks in the northern part of the microdistrict are planned to be connected by a pedestrian boulevard with recreation, sports, and play zones.[5][4]

Context and Outlook

The Minister of Urban Development of Nizhny Novgorod Region, Darya Shunaeva, described ICD "Olgino" as "a fully fledged city within a city," with its own school, kindergartens, and pedestrian and retail infrastructure.[3] The project is being carried out within the framework of the federal project "Housing," part of the national project "Infrastructure for Life."[1]

As of August 2026, 27 integrated development contracts have been concluded in Nizhny Novgorod and Sarov, with another 30 projects at the contract preparation stage; in total, more than 100 sites suitable for integrated development have been identified across the Region. Construction of the first residential buildings in Olgino had already begun by that date. Completion of the first building in Olgino is scheduled for the fourth quarter of 2027; funds from shared-equity construction participants are protected through an escrow account mechanism. The project is being implemented with financial participation from DOM.RF Bank.[5][1]
