Kstovo — a satellite city centered on oil refining, located near Nizhny Novgorod and serving as the administrative center of the eponymous district of the Nizhny Novgorod Region.
Nature of the phenomenon
Kstovo is one of the youngest cities in the Nizhny Novgorod Region (city status granted in 1957). Its emergence is tied to the construction in the early 1950s of the Novogorky Oil Refinery — the largest such facility in the European part of the country. The choice of location for both the refinery and the city was determined by Kstovo's advantageous economic-geographic position: its situation along major transport routes — the Volga River, the Okskaya–Zeletsino railway branch, and the Moscow–Nizhny Novgorod–Kazan highway — as well as its proximity to Nizhny Novgorod.
History
Construction — first of auxiliary facilities, then of industrial enterprises, residential settlements, and the city itself — began in the summer of 1951. Within a short period, through the heroic shock labor of builders, a city arose in the vicinity of the selo of Kstovo, complete with a developed oil-refining and petrochemical sector, energy infrastructure, a construction industry, and social and cultural institutions. The city became one of the major industrial centers of the Nizhny Novgorod Region.

Industry
By the value of its industrial output, Kstovo ranks third in the Region. The city's leading enterprise is the oil refinery. The majority of Kstovo's residents work at the refinery, collectively processing around 25 million tonnes of oil each year.
