Klochay, Viktor Vladimirovich (born June 27, 1957) — a prominent Nizhny Novgorod industrialist, official, and statist.

A billionaire. Winner of the "Best Russian Manager of the 21st Century" competition.

Viktor Klochay received his award on April 20, 2004, at a ceremony held at the State Kremlin Palace, for "outstanding achievements in the theory and practice of domestic management, an excellent reputation, and high professional standards in the field of administration."

Former CEO of JSC UAZ and JSC ZMZ, former Deputy CEO of Severstal Group, former First Deputy Governor of the Nizhny Novgorod Region.

« Mr. Klochay announced that the Governor had instructed his subordinates to strictly monitor the scheduling of business inspections conducted by law enforcement agencies: "Any unscheduled audits must now be cleared with the Governor himself, in order to prevent attempts by third parties to seize enterprises."

The new Vice-Governor once again reminded journalists of the "embezzlement" and inefficient use of budget funds in the region, and of the need to "channel money into the economy."

Furthermore, when asked by Kommersant about his continued involvement in enterprises in Kulebaki (Viktor Klochay is among the principal shareholders of the Kulebaksky Metallurgical Plant — Kommersant), Mr. Klochay stated that within a month "his business would be transferred to the trust management of a certain legal firm": "I will oversee these projects in the same way as I do other enterprises of the Nizhny Novgorod Region."
