«Khuliganodom» is a network of regional mentoring centers for teenagers operating in Nizhny Novgorod Region. As of 2026, five such centers are active in the region: in Nizhny Novgorod, Kstovo, Uren, Bor, and Chkalovsk.[1][2]

Areas of activity

The centers provide social, psychological, and legal assistance to minors. Their main goals are teenager adaptation, prevention of neglect and juvenile delinquency, and the organization of constructive leisure activities. During the summer, the centers assist with employment of teenagers at enterprises in the district.[2][3] Psychological counseling and support are also available to adults: special meetings for parents — known as parent clubs — are held regularly.[1][3] Specialist staff at the centers undergo training in innovative methods of working with young people. In April 2025, the property commission of the Nizhny Novgorod City Duma unanimously recommended the free-of-charge provision to an NGO of a 189 sq. m premises at 36 Geroya Vasilyeva Street in Avtozavodsky District — for the opening of a second city «Khuliganodom» in the Zarechka part of the city.[5][1]

The center in Chkalovsk

The center in Chkalovsk opened in the first half of 2026. In the first six months after launch, the facility welcomed 3,740 visitors, and more than 300 events were organized for teenagers.[1][2] On August 2, 2026, the center was visited by Gleb Nikitin during a working trip to Chkalovsk; he reported on the results of the visit in his channel on the MAX messaging app. The Nizhny Novgorod «Khuliganodom» practice was recognized as a best-practice model at the federal level: according to Maria Lvova-Belova, chair of the Children's Protection Fund, learning about it served as the impetus for establishing a federal youth center dedicated to opening teenage spaces across the country.[6][2][3]
