Ischenko Igor Vladimirovich (born May 21, 1969) is a Russian manager who has served as General Director of JSC "Nizhny Novgorod Region Development Corporation" since December 2021. His appointment is linked to the task of improving the region's investment climate and providing investors with a single-window service.[1]
Biography and Education
He was born in the city of Torez, Donetsk Region. In 1994, he graduated from the Institute of Asian and African Studies at Lomonosov Moscow State University. In 1999, he received a diploma as an economist-manager in Crisis Management from the Moscow State University of Economics, Statistics and Informatics (MESI).[1][2]
Career Prior to Appointment in Nizhny Novgorod Region
From 1994 to 2006, he advanced from economist in a bank's corporate lending department to Senior Vice President for Economics and Finance and Chief Financial Officer of CJSC Kompleksnyye Energeticheskiye Sistemy (Integrated Energy Systems).[2] From 2006 to 2007, he served as Executive Director of Business Unit No. 1 of RAO UES of Russia; from 2007 to 2009, as Chairman of the Board of Directors of CJSC Zagranenergostroymonazh; after which he became Deputy General Director for Generation at OJSC Energostroyinvest-Holding.[2]
In 2011, Ischenko became General Director of Technopolis Moscow, and in April 2018 he also headed the eponymous special economic zone into which the Technopolis had been incorporated the previous year.[2] From 2020, he led JSC MC Smart Energy, a company engaged in the design and integration of comprehensive energy storage systems.[1]
Activities in Nizhny Novgorod Region
On December 9, 2021, Ischenko was appointed General Director of JSC Corporation for the Development of Nizhny Novgorod Region. The new director was introduced to the staff by Deputy Governor Andrey Sanosyan. Gleb Nikitin, commenting on the appointment, noted Ischenko's extensive experience in working with investors and implementing various projects.[1] The Corporation's previous director, Timur Khalitov, moved to the role of the Governor's adviser on general investment and innovation matters.[1]
The Corporation for the Development of Nizhny Novgorod Region operates on a single-window basis for investors: it supports projects at every stage — from providing information about the region and available support measures to commissioning a facility — taking on all interaction with executive authorities, local self-government bodies, natural monopoly entities, and utility supply organizations.[1]
Recent Developments
In 2026, Ischenko announced plans to expand the use of the Made in Kulibyn" mark — the proprietary brand for products made by residents of the Special Economic Zone "Kulibin". The first recipient of the mark was RusSilika, a manufacturer of micronized silica gels and stable silica sols. According to Ischenko, the mark is subsequently planned to be extended to the products of other SEZ residents.
