Born in 1953 in the City of Gorky.
Holds two higher education degrees. Graduated from the Leningrad Higher Trade Union School of Culture and Lobachevsky University.
From 1971 to 1980, he worked at the Krasnaya Etna plant. From 1980 to 1982, he served as Director of the Krasnaya Etna plant's Palace of Culture; from 1982 to 1984, as Director of Municipal Vocational Technical School No. 6. From 1984 to 1992, he was Director of the Railway Workers' Palace of Culture and Technology and the Palace of Culture of the Gorky automobile plant.
From 1992 to 1998, Groshev served as Deputy Governor of Nizhny Novgorod Region and Director of the Department of Culture and the Arts. From 1998 to 2005, he was Director-General of the federal state unitary enterprise "Nizhny Novgorod Unified State Television and Radio Broadcasting Company."
From March 2005 to February 2006, Groshev held the post of Head of the Department for Interaction with Mass Media in the office of the Presidential Plenipotentiary Representative in the Volga Federal District. From February 2006, he served as Chief Federal Inspector for Nizhny Novgorod Region.
