The Volgo-Vyatskaya Gosudarstvennoy Sluzhby Academy (VVAGS) was a Nizhny Novgorod higher education institution that trained specialists in public and municipal administration, law, and management. It existed from 1992 to 2011 and served as the key professional training center for state and local government bodies of the Volga-Vyatka region. It was subsequently reorganized into the Nizhny Novgorod Institute of Management, a branch of the Russian Presidential Academy of National Economy and Public Administration (RANEPA).

History and Development

The Academy was established on 4 January 1992 as the Volga-Vyatka Personnel Center (VVKTS) for training personnel for the region's state and municipal governing bodies.[1] In April 1995, by order of the President of the Russian Federation, it was reorganized into the Volgo-Vyatskaya Gosudarstvennoy Sluzhby Academy (VVAGS).[1]

The Academy offered degree programs in Public and Municipal Administration (with a qualification of manager), Law, Organizational Management, and several other fields. Its structure included departments of economics, economic theory, management and marketing, and sociology, as well as a postgraduate studies program. The Academy was a popular destination for serving civil servants, deputies, military officers, and entrepreneurs from Nizhny Novgorod Region seeking a second higher education degree.

Educational Activities

In 2010, the VVAGS Institute for Advanced Training provided professional retraining in Public and Municipal Administration to 136 people, while 2,015 civil servants, municipal employees, senior and mid-level managers, and specialists completed qualification upgrade programs.[1]

In 2011, VVAGS graduated 278 students, of whom 58 received diplomas with distinction.[1] Nine graduates were placed in state and local government bodies of Nizhny Novgorod Region: six in the apparatus of the Nizhny Novgorod Region government, and one each in the Federal Treasury Directorate of Nizhny Novgorod Region, the City Hall, and the Federal Tax Service Directorate of Nizhny Novgorod Region.[1]

Among the Academy's notable staff members was Vladimir Andreyevich Maltsev, who served as rector from 1992 and later headed the Nizhny Novgorod Institute of Management, a branch of RANEPA;[1] Viktor Ivanovich Viktor Ivanovich Zhmachinsky, head of the Department of Economics, Doctor of Economics and Honored Transport Worker; Galina Alekseyevna Morozova, head of the Department of Management and Marketing, Doctor of Economics, professor, and Honored Worker of Vysshaya Shkola of the Russian Federation; Albina Mikhaylovna Ozina, head of the Department of Economic Theory, Doctor of Economics, professor; and Irina Ivanovna Chernova, head of the Department of Sociology, Doctor of Sociology, professor.

Reorganization into the Nizhny Novgorod Institute of Management

The reorganization of VVAGS was carried out in accordance with Presidential Decree No. 1140 of 20 September 2010, "On the Establishment of the Russian Presidential Academy of National Economy and Public Administration," as well as Russian Government Orders No. 1562-r of 23 September 2010 and No. 2387-r of 27 December 2010.[1] The transition formally took effect on 1 September 2011.[1] The forthcoming transformation was announced by rector Vladimir Maltsev on 28 June 2011 at a diploma ceremony, where he noted that it would significantly elevate the institution's legal standing.[1] Upon completing their studies and passing final assessments, students began to receive diplomas issued by the Russian Presidential Academy of National Economy and Public Administration.[1]

The Nizhny Novgorod Institute of Management — a RANEPA branch established on the basis of VVAGS — comprises 3 faculties, 1 college, and 12 departments, along with structural subdivisions operating within defined areas of competence.[2] The institute's registered address is: Nizhny Novgorod, Gagarin Avenue, 46.[2]
