Biography
Vladimir Ilyich Luzyanin was born on April 18, 1929. He received his technical education at the Gorky Aviation Technical School and later at the Gorky Polytechnic Institute.
After graduating from the aviation technical school in 1950, he joined the "Gidromash" plant (then designated P/O 69) as an assistant foreman. He subsequently worked as a foreman, head of the maintenance and repair department, shop superintendent, and head of the quality control department.
In 1964, Vladimir Luzyanin became the plant's chief engineer. That same year, Gidromash was designated the industry's leading manufacturer of landing gear and hydraulic cylinders. Funds were allocated for its modernization. Vladimir Ilyich threw himself into the work with characteristic enthusiasm and energy. All components were classified, new production lines were created, workshops were reorganized according to new technological principles, and assembly production was brought closer to large-scale serial manufacturing.
In the 1970s and 1980s, serving as the enterprise's general director, Vladimir Luzyanin continued its reconstruction. Forward-looking and demanding of himself and his subordinates alike, he kept the renewal of production under constant review. During this period, an additional 200% of production floor space was brought into service; new equipment was introduced, along with technology for machining parts using hard-alloy and diamond tools, CNC machine tools, and electron-beam welding. Some of the new technological techniques — unique to this type of production — were applied for the first time at Gidromash.
For the past fifty years, NOJSC Gidromash, under the leadership of V.I. Luzyanin, has manufactured take-off and landing systems for civil and military aviation. The aircraft landing gear produced by the plant has been fitted to various modifications of Yakovlev aircraft, passenger Ilyushin jets, and military Tupolev aircraft, and to virtually all MiG fighters and fighters from the Sukhoi design bureau. Collaboration with the Antonov firm yielded unique landing gear for the heavy transport aircraft Ruslan, Mriya, and An-70. Helicopters Mi-8, Mi-24, Mi-26, Ka-26, Ka-50, and others are equipped with hydraulic assemblies manufactured by OJSC Gidromash. Unique landing gear for the Buran space shuttle was designed and produced here as well.
In the late 1990s, largely through V.I. Luzyanin's active efforts, the enterprise resolved the challenge of entering the international market. In those difficult circumstances, Vladimir Ilyich proved himself not only an outstanding manager but also a diplomat, capable of finding common ground with the most demanding partners. The enterprise currently supplies products to leading firms in Germany, France, and Italy, and continues to cooperate with India and China.
In 2000, NOJSC Gidromash was presented with the Nizhny Novgorod Region Governor's Standard "Leader of the Year."
Based on an independent survey conducted by the magazine Ekspert, V.I. Luzyanin was included among the country's top one hundred senior managers.
Yet Gidromash is only part of Vladimir Ilyich's work and life. He has another, equally important area of responsibility — the Nizhny Novgorod Association of Industrialists and Entrepreneurs, which he has led for more than fifteen years.
The leaders of Nizhny Novgorod's economy founded it in 1989, as the era of central planning was drawing to a close. The market lay ahead, with all its unknowns. The task was to enter it with minimal losses, to find one's footing in the new environment as quickly as possible, and to learn to operate under unfamiliar conditions. That meant coordinating efforts, developing shared views on events, finding partners outside the region while accounting for the interests of the industrial sector and the region as a whole, maintaining a coherent economic strategy, helping one another when needed, and seeking dialogue with the authorities — together it is easier, together there is strength.
So large and authoritative an organization needed an equally authoritative leader. After some time, the choice fell on V.I. Luzyanin, who became its president.
Under his leadership, the association grew powerful and strong. No significant decision on industrial or social policy is taken without its involvement or without consulting it. The proposals of the NAPP are always taken into account by both the regional administration and the administration of Nizhny Novgorod. The association's director corps is actively engaged in the Regional Legislative Assembly. The association's active positions and its strategy are shaped with Vladimir Ilyich's direct participation. He personally champions the interests of Nizhny Novgorod's industrialists before the executive and legislative authorities. Both the president and the prime minister know his word. Under V.I. Luzyanin's leadership, a variety of targeted federal programs are developed and implemented, and exhibitions of products made by Nizhny Novgorod enterprises are held in Russia and abroad.
A High Honor
On March 30, 2009, the President of the Russian Federation, D.A. Medvedev, by his Decree No. 199-rp, awarded V.I. Luzyanin an Honorary Certificate.
The Decree states: "For an outstanding contribution to the development of domestic industry and many years of conscientious service, to award an Honorary Certificate of the President of the Russian Federation to Luzyanin Vladimir Ilyich — President of the Nizhny Novgorod Open Joint-Stock Company 'Gidromash.'"
The Honorary Certificate of the President of the Russian Federation is a form of commendation for distinguished service in the defense of the Fatherland and in ensuring state security, upholding the rule of law, protecting citizens' health and lives, defending citizens' rights and freedoms, in state-building, the economy, science, culture, the arts, upbringing, education, sport, charitable activities, and other distinguished service to the state.
The Honorary Certificate of the President of the Russian Federation is accompanied by a lapel badge bearing a serial number.
