INTC "Quantum Valley" is an innovative science and technology center being established in Nizhny Novgorod and Dzerzhinsk manufacturing and scientific research. The center's managing company is the Nizhny Novgorod Region Development Corporation. As of August 2026, the project involves 57 resident companies with a combined investment portfolio of 33 billion rubles.[1][2]

Structure and Clusters

The INTC comprises five clusters: "Vysotskogo," "Akimova," "Delovaya," "Sakharova," and "Dzerzhinsk."[3] By 2026, subleases for land plots at the "Vysotskogo" and "Akimova" sites had been signed, and infrastructure design work was underway.[4] The "Sakharova" cluster consists of two plots.[3] The "Dzerzhinsk" cluster is intended for scientific projects in the chemical industry, with subsequent adaptation of technologies within the Special Economic Zone "Kulibin"; as of August 2026, an investor for it is still being sought.[1]

In August 2026, agreements were signed for the construction of the "Delovaya" and "Sakharova" clusters with AVA Group holding. Land plots with a combined area of 4.56 hectares, located on the streets of the same names, were transferred to the investor on a sublease through the Nizhny Novgorod Region Development Corporation. The future complexes will include administrative and office buildings as well as laboratory and research-and-production facilities. Once construction is complete, residents will be able to purchase or lease space for their own projects. The facilities are planned to be commissioned in stages by 2030.[3][4]

Residents and Areas of Work

Residents of "Quantum Valley" carry out work in several areas: digital technologies, new materials and manufacturing, intelligent transportation, high-tech medicine, and ecology.[2] To attract companies, a special tax regime lasting up to ten years is provided: residents are exempt from profit tax, property tax, and VAT, and pay social insurance contributions at a single reduced rate.[1][4] Applications for resident status are reviewed by the managing company and the Center's Development Fund.[1]

Regional government representatives link the attraction of investors to the project with the objectives of the national project "Efficient and Competitive Economy." Deputy Chairman of the Regional Government Artur Batursky described the main goal of the INTC as developing the region's scientific and technological potential.[3] Ischenko noted sustained investor demand for the project.[3] Konstantin Nikonorov, Director of Infrastructure Projects at AVA Group, stated that the development of sites with preferential regimes is designed to attract new investment, technologies, and specialists.[3]
