The hotel complex on the Gorodets embankment is a tourist infrastructure facility under construction in Gorodets. The decision to allocate a land plot for the project was made in November 2024; construction is being carried out with the support of preferential federal funding. The hotel is being built in the historic part of Gorodets on Alexandrovskaya Embankment; some rooms offer views of Volga, and Gorodets Museum Quarter is within walking distance.[1][2]
Design and Architecture
The building is designed with a variable number of floors — from two to four; the total floor area is approximately 8,000 sq. m. The complex is designed for 102 rooms and includes a restaurant with two dining halls, a spa area, and a conference hall. Thirty percent of the rooms are designed as family apartments; the facility also provides children's amenities and meeting rooms.[3][4] A distinctive feature of the complex is its ability to receive guests not only by road but also by water: a hydrofoil vessel stop with regular services is located nearby, and a water area is being registered for the placement of a floating landing stage and a berth for small craft.[4]
Financing and Developer
The project is being implemented under the national project "Tourism and Hospitality" through a preferential lending programme approved by a decree of the Government of the Russian Federation. The preferential loan amounts to 1.149 billion rubles (approximately 11.265 million rubles per room) with a term of 12 years; the developer's own investment will exceed 450 million rubles.[4] The developer is LLC "Privolzhsky Center for International Investments", part of the NNDK group of companies. The completed hotel will be managed by the federal operator Cosmos Hotel Group.[4]
NNDK General Director Mikhail Ivanov noted at the project presentation that the idea of construction had been around for a long time but had long remained "at the pit-foundation stage" due to the absence of suitable financing mechanisms. According to him, it was precisely the preferential lending programme that allowed the project to "earn the right to exist."[4]
Construction Progress
As of early August 2026, construction of the retaining wall on the site has been completed, and work on erecting the monolithic frame and brickwork is underway. In autumn 2026, the building's thermal envelope is planned to be closed; the grand opening is scheduled for summer 2027.[4]
On 3 August 2026, Gleb Nikitin personally inspected the construction progress and reported on it in his channel.[5] On 4 August 2026, the project was presented to Russian Prime Minister Mikhail Mishustin at the Manzherok resort in the Altai, ahead of a meeting on tourism development.[4] Nizhny Novgorod Region had previously been named a leader in implementing projects under the preferential lending programme in the tourism sector.[5]
