The Flag of Nizhny Novgorod is an official symbol of the city, adopted in place of the city banner that had existed since 1992. It was approved by City Council Resolution No. 96 of 20 December 2006, with the graphic design established by Resolution No. 25 of 21 March 2007. It is registered in the State Heraldic Register of the Russian Federation under number 3063.[1]
History
From 1992 to 2006, the official symbol of the city was a banner established by Decision No. 11/9 of the Nizhny Novgorod City Council of People's Deputies, dated 15 October 1992. On 24 May 2000, City Duma Resolution No. 30 approved the "Regulations on the Symbolism of the City of Nizhny Novgorod," which enshrined the historic coat of arms and the description of the banner. The banner was a rectangular white cloth measuring 90×120 cm with triangular extensions at the lower edge and a gold ribbon along the bottom; the obverse bore the historic coat of arms of the city framed by oak leaves with a ribbon in the colors of the Russian flag, while the reverse displayed Dmitrievskaya Tower of the Nizhny Novgorod Kremlin with the inscription "Nizhny Novgorod" and The Founding of Nizhny Novgorod". The finial, 32.5 cm in height, was fashioned in the form of a spear with a ball of silver-colored metal.[1]
Description
The flag is a rectangular white cloth with an aspect ratio of 2:3. At the center is placed Coat of Arms of Nizhny Novgorod — a gules (red) deer with black antlers, eyes, and hooves, depicted walking toward the staff; the figure's height is 4/5 of the cloth's width. The flag belongs to the type of classical heraldic flag: the composition of the coat of arms is distributed evenly across the entire cloth.[1]
Symbolism
White is interpreted as a symbol of perfection, nobility, purity of intent, and peace. Gules (red) is a symbol of bravery, courage, fearlessness, maturity, energy, and vitality. Black is a symbol of prudence, wisdom, honesty, modesty, and the eternity of existence. In heraldry, the deer signifies nobility, purity, greatness, wisdom, and justice.[1]
Official Use
The flag is permanently flown on the buildings of the City Duma, the city administration, the audit chamber, and the territorial bodies of the administration. It is also displayed in the meeting halls of the City Duma and the administration.[1]
