Whatever undertaking Belousov takes on, he sees it through to completion, pursuing excellence in everything — whether re-equipping a workshop or setting up a museum of his team's achievements. It is no coincidence that the federal state unitary research and production enterprise "Polyot," which he has led continuously for more than 35 years, is a leader of the domestic industry in the field of aviation radio communications technology.
Yevgeny Leonidovich was born and raised in the City of Gorky. His father was an engineer at the Avtozavod, which came under heavy bombing during the war, and so, like all Avtozavod families, the Belousov family more than once risked finding themselves under a hail of shrapnel from aerial bombs. The hardships he faced from childhood tempered the younger Belousov's character and taught him endurance and fearlessness. He was drawn to the living world, developing a love for botany and biology, but ultimately chose amateur radio as his passion. It was for this reason that after finishing school he enrolled in the radio engineering faculty of the polytechnic institute.
He became a model engineer at a communications equipment factory, and from 1964 onward a lead designer at the Radio Communications Research Institute, which was subsequently reorganized into the enterprise "Polyot."
In 1987 he was appointed General Designer of the enterprise. This appointment coincided with the need to complete construction of a new laboratory and production building at the main site. He had to master the construction business thoroughly. In addition to buildings in Nizhny Novgorod, a production branch was erected in Krasnye Baki, along with radio test ranges in various regions. Social infrastructure facilities were not neglected either. All of this made it possible to broaden the production profile, develop capabilities across the full product-creation cycle, increase output volumes, and begin exporting.
Under Belousov's direct leadership and with his personal involvement, several generations of long-range radio stations for strategic, military transport, and civil aviation aircraft were developed and put into serial production. Since the 1980s, all aircraft and helicopters of the Air Force have been equipped with standard communications systems manufactured by "Polyot." Belousov served as General Designer of a reliable system of airborne command posts for the Armed Forces of Russia. He is one of the founders of the academic school of applied foundations of aviation radio communications technology, the author of around one hundred and fifty scholarly works, a professor at the Nizhny Novgorod Technical University, and an academician of three academies. He has been awarded State Prizes of the USSR and Russia and received government decorations, among them the Orders of Lenin, the Red Banner of Labour, Peoples' Friendship, and Peter the Great, as well as the Order of the Officer (Belgium). Honored Scientist of the Russian Federation, he has been awarded the title of Honorary Citizen of Nizhny Novgorod Region and Honorary Citizen of Krasnobakovskiy District. And of course, these are far from all of his merits and achievements.
It is no coincidence that Belousov was elected Chairman of the Board of Directors of radio-electronic industry enterprises of the Volga Federal District.
Yevgeny Leonidovich has very little time left for the pursuits that his soul demands. Even so, he has not abandoned his love of folk art, having served for a full decade as a member of the Supervisory Board of the Regional Foundation for Arts and Crafts.

The Zemstvo Assembly of Krasnobakovskiy District of Nizhny Novgorod Region, by Resolution No. 30 dated 09.10.2003, conferred upon Ye. L. Belousov the title of "Honorary Citizen of Krasnobakovskiy District of Nizhny Novgorod Region."
