Silvanov Dmitry Pavlovich (1905–1999) — architect, associate professor at the Gorky Engineering and Construction Institute. More than 35 structures were built in the city according to his designs and under his supervision, exerting a significant influence on the formation of the city's appearance. A veteran of the Great Patriotic War, he holds 11 government awards.

He was repeatedly awarded Certificates of Honor.
The title of "Honorary Citizen of the City of Nizhny Novgorod" was conferred by resolution of the Nizhny Novgorod City Council of People's Deputies dated April 23, 1991, No. 4/4.
