semenov.nnov.ru is the address of the official website of the administration of the Semyonovsky urban district of Nizhny Novgorod Oblast. On the surviving snapshots the page was titled "Official Website of the Administration of the Semyonovsky Urban District," the header carried the line "Head of Administration Noskov Nikolai Fedorovich," and the left-hand column showed the schedule of commuter trains between Semyonov and Nizhny Novgorod and back[1]. The Wayback Machine index lists 80 snapshots at this address: the earliest is dated 2 April 2002, the latest 18 July 2026[4]; the texts of three of them — from 2015, 2016, and 2017 — made it into our sample. In the nn.ru directory, from which our Archival study of the Nizhny Novgorod internet from the counter.nn.ru rating sample was drawn, the site is listed under the name "Semyonovsky District" with the description "History, culture, industry, agriculture, and administration of Semyonovsky District."

How the home page was arranged

The site ran on the free PHP-Nuke engine: the footer carried the lines "RusNuke2003 theme by PHP-Nuke po-russki," "PHP-Nuke Copyright © 2005 by Francisco Burzi," a technical note reading "Page load time: 0.39 seconds," and the copyright notice "A link to this site is required when republishing materials © 2006"[1].

The header held "Login" and "Password" fields and a search box. The "Navigation" menu consisted of the items "Home," "Your Account," "News Archive," "Feedback," "Statistics," "Add News," "Bulletin Board"[1]; by April 2016 the item "calendar" had been added to them[2]. Separate links led to "View the Web Camera on 1-e Maya Street" and to public transport schedules — commuter trains in both directions and bus routes[1].

The right-hand column held a login form, a "Contacts and Investment" block, a poll, weather from Gismeteo under the heading "Weather in Semyonov," and an "Article Archive"[1]. The polls were local in flavor: in June 2015 visitors were asked how they felt about the pigeons on Lenin Square (444 responses)[1], and in April 2016 what the international "Golden Khokhloma" festival was lacking (33 responses)[2].

The visit counter had been running since 8 August 2006 and grew noticeably across the snapshots: 23,824,730 page views in June 2015[1], 26,590,633 in April 2016[2], and 31,241,153 in April 2017[3].

The district's news feed

Most of the home page was taken up by a feed filled by district institutions posting under their own accounts: entries were signed "posted by trud," "posted by turizm," "posted by sovdep," "posted by museum," "posted by rono," "posted by FIN_UPR," "posted by EDDS"[1][3]. The topics were strictly local: training counselors for the "Yard Practice" project, a direct phone line with the head of the Interior Ministry department for Semyonovsky urban district at 8(83162) 5-23-96, and a presentation of the book "The Kitezh Chronicler" on the study of Lake Svetloyar at the B. P. Kornilov Central Library[1]. In 2016 the feed consisted almost entirely of announcements about selecting folk-art-craft entities for subsidies; as the home page put it, one of the goals was "branding the territory of the Semyonovsky urban district," which was immediately dubbed "Semyonov — the capital of 'Golden Khokhloma'"[2]. In 2017, alongside news from the music and art schools ran reports on the approval of the district's 2016 budget execution report and on the public hearings held on it[3].

The accumulated volume is shown by the feed's page-by-page listing at the bottom of the home page: 237 pages in June 2015[1], 292 in April 2016[2], and 443 in April 2017[3] — ten entries per page.

The 2017 snapshot: a site brought up to government-agency requirements

By April 2017 the home page had changed noticeably. A "VERSION FOR THE VISUALLY IMPAIRED" link and a warning line appeared: "IN CASE OF FIRE, IMMEDIATELY NOTIFY THE FIRE SERVICE AT 101, CITY EDDS - 5-43-17, MOBILE - 112, STATING THE EXACT ADDRESS"[3]. Noskov Nikolai Fedorovich was now listed as head of local self-government rather than head of administration. In place of the short "About Our Urban District" block, a full menu of sections had unfolded: "Human Rights," "Contact the Administration," "Anti-Corruption," "For Our Guests," "History and Symbols," "Government Bodies," "Documents," "Services," "Economy and Statistics," "Electoral Commission," "Social Services," "Semyonovsky City Prosecutor's Office," "Emergency Services and Interior Ministry," "Mass Media," and "English"[3].

Place in the Nizhny Novgorod internet and the fate of the address

The third-level domain in the nnov.ru zone made the site part of the Nizhny Novgorod Internet by definition, and the regional tie is also visible in its content: phone numbers with the 83162 area code, the commuter train schedule to Nizhny Novgorod, and announcements about the deputy governor's public reception hours in Nizhny Novgorod at 2 Kostina Street[1]. The site entered our census through the nn.ru directory, not through the Counter.nn.ru rating. In the surviving results table of the 2004 Nizhny Novgorod Internet Day vote, the address semenov.nnov.ru does not appear[5].

The last snapshot with text that made it into our sample is dated 6 April 2017: at that point the site was live and updated daily[3]. The Wayback Machine index records visits to the address as late as 18 July 2026[4]. As of a check in August 2026, the site at this address was responding.
