rosinform.nn.ru was the website of the Nizhny Novgorod company Rosinform, an information center of the ConsultantPlus network. The company supplied, installed, and maintained legal reference systems for enterprises; its office was located at 603022, Nizhny Novgorod, Pushkina Street, 18, office 521, with phone numbers using the (831) area code[4]. Archived snapshots of the home page span from August 2000 to December 2011[1][4].

What the site looked like

The August 2000 snapshot caught the site built on frames: for browsers that did not support them, the page showed an English fallback message, "Your browser doesn't support frames," along with two backup links — to the home page and to the table of contents[1].

By 2003 the home page was called "Rosinform Web Server" and was laid out as a showcase for the information center: a "Price list in .zip format" link at the top, a "News line" beside it, and three blocks about products and services below[2]. In the autumn of 2003 the feed consisted of announcements from the "Glavnaya Kniga" (Main Book) magazine (issues 18-21, September-October 2003) and a notice about a special price offer on the "ConsultantPlus:SmallBusiness" information package, running from September 1 to September 30, 2003[2].

The September 2005 snapshot shows the same layout and the same text — only the news feed had changed, now carrying corporate announcements from the network itself: about research into the legal reference systems market (April 14, 2005), about a new ConsultantPlus product on tax disputes (April 4, 2005), about legal support for small businesses (April 1, 2005), and about new additions to the "Accounting Publications Supplement" information bank (March 28, 2005)[3]. Over two years, the content of the home page had not changed by a single line[2][3].

What was on offer

The site's main proprietary service was the "System Selection Wizard": visitors were invited to fill out a short online questionnaire, after which a preliminary commercial proposal was generated interactively and, if desired, sent by email[2]. The second block was devoted to the supply of automated workstations built on AQUARIUS computers — as the home page put it, the workstation was a "ready-made solution for accounting, the legal department, management, and the executive," complete with a full package of licensed software[2]. The third block repeated the claim that legal reference systems, as the home page asserted, "are the de facto standard in legal informatization" for enterprises of any size[2].

By the end of 2011 all of this had shrunk to a single business-card page. The list of services had been reduced to system supply and maintenance and subscriptions to the print publications "Glavnaya Kniga" and "Konferents-zal"[4]. Contact information now took up most of the space: office phone numbers (831) 278-01-19, 430-22-92, 430-22-98, 430-00-40 and 278-40-10, working hours 9:00 to 18:00 Monday through Friday with no lunch break; a separate "sales hotline" at 8-951-908-85-87, 8:00 to 20:00 Moscow time, for all regions of Russia; the email address admin@rosinform.nn.ru; and a "Directions" link[4]. At the bottom was a notice stating that the site was protected by copyright law and that reproduction of materials without the administration's written permission was prohibited[4].

Place in the Nizhny Novgorod internet

The site lived in the nn.ru zone and belonged to the business layer of the local network rather than the public one: it did not draw an audience but served corporate clients — accountants and lawyers at Nizhny Novgorod enterprises. In the sample of the nn.ru directory compiled for this census, its listing survived in the business-services category, but no votes or rankings for it were recorded in the surviving snapshots of the Counter.nn.ru counter. It does not appear in the final vote tally of the Nizhny Novgorod Internet Day for 2004[5] — it had no visibility in the competitive segment of the Nizhny Novgorod Internet. How it closed

The site stopped updating before it disappeared: the page captured at the end of December 2011 carried the caption "Copyright (C) 2001-2008 ROSINFORM Company," meaning the home page had not been updated for the previous three years and stood as an electronic business card with phone numbers[4]. The last snapshot in the web archive is dated December 28, 2011[4]; at the time this census was compiled, the domain rosinform.nn.ru was not responding.
