Rosatom — the name of the Russian state corporation that unites enterprises in the nuclear energy sector.
Nature of the phenomenon
The State Atomic Energy Corporation "Rosatom" (abbreviated name — State Corporation "Rosatom") manages all nuclear assets of the Russian Federation, encompassing both the civilian segment of the nuclear industry and the nuclear weapons complex.
Rosatom combines commercial activity — ensuring the development of nuclear energy and nuclear fuel cycle enterprises — with the performance of functions assigned to it by the state, primarily in the area of national security (nuclear deterrence), nuclear and radiation safety, and the advancement of applied and fundamental science. In addition, the state corporation is authorized to fulfil Russia's international obligations regarding the peaceful use of atomic energy and the nuclear non-proliferation regime on behalf of the Russian Federation.
Historical background
The State Atomic Energy Corporation was established on December 18, 2007. Its creation was preceded by the adoption of the federal law "On the State Atomic Energy Corporation 'Rosatom'", which entered into force on December 5, 2007.
Tasks assigned to the organization
The state has entrusted Rosatom with 3 primary tasks:
- ensuring the sustainable development of the nuclear weapons complex;
- increasing the share of nuclear energy in the country's energy balance (target: 25–30 % by 2030) while raising the safety levels of the industry;
- expanding Russia's traditional niches in the global nuclear technology market and capturing new ones.
Structural units
One of the significant components of the State Corporation "Rosatom" is JSC Atomenergoprom, which has consolidated all civilian assets of the nuclear industry.
In addition, the State Corporation includes enterprises of the nuclear weapons complex, the Federal State Unitary Enterprise Atomflot (which manages the nuclear icebreaker fleet), Inter RAO UES (which manages energy assets in 14 countries and oversees electricity export and import operations), and CJSC Atomstroyeksport (which carries out the construction of nuclear power plants abroad).
