The domain was hosted in the free by.ru zone, but the company itself explicitly identified as based in Nizhny Novgorod: the home page's title read "PromBytPribor - Nizhny Novgorod"[1], and the site was listed in the nn.ru directory, under the "/rub/" section[3]. The surviving web archive snapshots are dated August 2004 and January 2005[1][2].

What the site looked like and what it offered

The site consisted of a single content page with no distinct menu — essentially an extended commercial pitch. As the home page stated, OOO "PromBytPribor" addressed organization heads and occupational-safety specialists with an offer to carry out "certification of workplaces by working conditions," citing the federal law "On the Fundamentals of Occupational Safety in the Russian Federation" of July 17, 1999, and Article 212 of the Labor Code[1]. The text listed in detail what the certification results were used for: from occupational-safety planning and certification of production facilities to justifying benefits and compensation for workers employed in hazardous production, and resolving disputes over occupational diseases[1]. The site separately described its range of services: compiling a list of workplaces requiring priority certification, identifying hazardous production factors, measuring noise, vibration, illumination, microclimate, and the content of harmful substances in the air, assessing injury safety and the availability of personal protective equipment, and preparing protocols and certification cards[1]. As evidence of experience, the page named clients: RAO UES of Russia "Nizhegorodskaya GES" (Nizhny Novgorod Hydroelectric Station), OAO "Melkombinat," OAO "Vladlakokombinat 'Oksiy'," NCh ZAO "Luch-NN," and others[1]. The contact phone number was given in the six-digit Nizhny Novgorod format of the time — 40-49-05, along with the director's name: Mikhail Alekseevich Garanin[1][4]. Over the five-plus months between the August 2004 and January 2005 snapshots, the page text did not change by a single word within the surviving fragment[1][2].

Place in the Nizhny Novgorod internet

pb-inst.by.ru was recorded in the nn.ru directory, under the "/rub/" section[3]. No votes for it are recorded in our samples of the Nizhny Novgorod Internet Day for 2004, and in the surviving Counter.nn.ru measurements the site's ranking does not appear — this means an absence of data in the sample, not zero traffic[3]. Based on the combination of surviving features, the site was not a showcase for a major player of the Nizhny Novgorod Internet, but a typical mid-2000s single-page advertisement for a local service company — hosted on free hosting, but aimed specifically at Nizhny Novgorod managers and occupational-safety specialists[1].

How it closed

According to the census data, the domain existed from 2004 to 2005, after which it moved into a parked state — the content site disappeared, and the domain name itself came up for sale[3]. When the domain's current state was checked, its page was titled "This domain may be for sale"[3]. The last content-bearing home-page snapshot caught by the web archive is dated January 27, 2005[2]; the material contains no information on the further fate of the company "PromBytPribor," or on whether it continued operating under another address. The legal entity itself, however, outlived the site: OOO "Prombytpribor" (OGRN 1025203761901, INN 5262054394), registered in Nizhny Novgorod on April 23, 1997, is listed as active in the Unified State Register of Legal Entities even two decades after the page's closure, with the same general director Mikhail Alekseevich Garanin and the primary activity listed as "other technical inspection, testing, and analysis activities"[4].
