Prozhekt — the name used in the Russian Empire for a document containing radical proposals and innovations. In the present-day world the word is applied ironically to a particular sort of bold scheme that proposes to change public life radically.
The essence of the phenomenon
As a rule, modern Russian prozhekty suffer from gigantomania, or are too abstract, or, as later turns out, unworkable (not in demand), while if they are actually built they do society tangible harm.
The profit from a prozhekt lies in the process of carving up the funds allocated, at the very least, for the design work (usually from 0.5 to 10 million euros).
