ocgsen.nnov.ru was the address of the official website of the sanitary and epidemiological service of Nizhny Novgorod Oblast. In the nn.ru directory it was listed as "Official website of the Center for State Sanitary and Epidemiological Surveillance in Nizhny Novgorod Oblast." Surviving snapshots of the home page show that, at this address, the Directorate of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) for Nizhny Novgorod Oblast was operating: the page listed the address "603950, Nizhny Novgorod, Turgeneva St., 1," phone (831) 4367890, fax (831) 4367873, and email sanepid@sinn.ru[1]. The earliest home-page snapshot in the web archive is dated September 7, 2001[4]. In April 2010 a notice about moving to a new address appeared on the home page[1], and by January 2016 an unrelated site occupied the address[2].
Departmental site: regulations, registers, inspection plans
The snapshot from October 13, 2011 shows a strict official page. The heading reads "Directorate of Rospotrebnadzor for Nizhny Novgorod Oblast," below it the service's full name, its postal address on Turgeneva Street, phone and fax with the area code 831, and a note "Official website: http://www.ocgsen.nnov.ru"[1].
The home-page links were arranged in blocks. One block was for organizations and entrepreneurs: Rospotrebnadzor's administrative regulations for the performance of state functions, sanitary rules, registration of issued licenses, sanitary-epidemiological conclusions, application and request forms, orders of the chief state sanitary physician for Nizhny Novgorod Oblast, and registers of notifications on the commencement of certain types of business activity — separately for "Russian Federation" and "Nizhny Novgorod Oblast." The same block held the plan for control measures in 2010, marked as coordinated with the official website of the Nizhny Novgorod Oblast Prosecutor's Office, and the 2010 plan of inspections of business entities not requiring prosecutorial approval[1].
Another block was addressed to residents: certification of professional hygiene training, vaccination, healthy lifestyle, infectious diseases, medical examinations, production control, and a section "Dangerous to Life and Health." Separate menu items included "Press Releases," "Hotline," and "Trust Line"[1]. The page named Yevgeny Yuryevich Petrov as head of the directorate and chief state sanitary physician for Nizhny Novgorod Oblast[1].
The site's own content shows it had already stopped being updated by that point: the menu still held the seasonal section "Summer 2009" and the memorial page "May 9, 1945," and the bottom of the page carried the mark "24.05.2010 16:55," a signature "Development Team," and the note "We welcome the distribution of information from our site"[1].
Move to the federal domain
The reason for the freeze is stated on the same page. Among the news items on the home page, dated 05.04.2010, was a short announcement: "The Directorate's new website address: http://www.52.rospotrebnadzor.ru/"[1]. The new address led to a subdomain of Rospotrebnadzor's federal website, while the old site in the nnov.ru zone was left standing as a pointer: the October 13, 2011 snapshot — a year and a half after the announcement — still shows it unchanged, with the same relocation notice[1].
The domain's second life
By January 2016 the address ocgsen.nnov.ru hosted a completely different resource. The page title read "Legal Portal: Directorate for Consumer Rights Protection and Human Wellbeing," with "ocgsen.nnov.ru — The Reverse Side of the Sky" in the header, next to a login form with a password field and links "Create Account" and "Restore Password"[2]. The menu had nothing to do with either surveillance or Nizhny Novgorod: "High Society," "People," "Culture," "Show Business," "Fashion," "Live Broadcast," "Keep Your Eyes Open," "Let's Joke," "Horoscope"[2].
The content betrayed a bulk import of text: all six items on the home page were marked with the same date and time — 28-05-2012, 08:38 — and the topics were drawn from anywhere but the region: a new state of matter discovered by British scientists, decorating a Christmas tree, protests in Durban, earthquakes in Oklahoma, a sentence for Somali pirates in France, the removal of turnstiles in Moscow[2]. The footer held a poll "Rate the engine's performance," a tag cloud of three words ("news," "for," "templates"), links "download templates," "Quality dle templates," "Everything for the Webmaster," and a section "Friends' Sites" with a single line about selling dacha communities and cottages; pagination stretched across 214 pages[2]. The March 29, 2018 snapshot shows nearly the same page unchanged — the same six items with the same timestamp, the same poll and tag cloud; one phrase had been added at the bottom: "Consumer rights protection guarantees the safety of the transaction"[3].
Place in the Nizhny Novgorod internet and the address's fate
The site entered our census from the nn.ru directory's rubricator, where it was listed as "Official website of the Center for State Sanitary and Epidemiological Surveillance in Nizhny Novgorod Oblast." No votes for it are recorded in our data. The most recent home-page snapshot in the web archive is dated May 9, 2026[4]. Our check found no content behind it: the domain's status in the census is recorded as "parked/empty." What remains in this zone from the Nizhny Novgorod sanitary-epidemiological surveillance service are the preserved states of the home page: the working departmental page of 2011 and two nearly identical snapshots of the unrelated site from 2016 and 2018[1][2][3].
