In the summer of 2002 the site's home page was designed as a securities holder's work office: the menu featured a "security code" field and a "main menu"[1]. In the news section on 15 July 2002 the site reported, as the home page noted, that "development of the site has been completed. The site is currently in the final testing stage"[1]. A day later, on 16 July 2002, the same page announced an extraordinary general meeting of shareholders of OJSC "Semyonov Fittings Plant 'SAZ'"[1] — evidence that the registrar's clients included Nizhny Novgorod industrial enterprises.

How it closed
By April 2003 the site's content had changed: the home page announced the cessation of the company's activity as an independent registrar. As the home page reported, "CJSC 'Nizhny Novgorod Registrator' has conducted a comprehensive analysis of the situation that has developed in the field of maintaining registers of holders of registered securities," and in response to increasing governmental and non-governmental pressure on registrars, a decision was made to merge with another Nizhny Novgorod registrar — CJSC "Regional Professional Registrator" — on the basis of CJSC "Partner"[2]. The Nizhny Novgorod branch of CJSC "Partner" opened on 29 November 2002, and it was to this branch that the storage of information and maintenance of registers was proposed to be transferred[2]. The site directly notified clients "of the termination of its activity as a specialized registrar for maintaining the register of registered securities due to the expiration of its license on 3 January 2003"[2] and set out the procedure for transferring the registers — from providing an excerpt from the minutes of the board of directors' meeting to signing an agreement terminating the contract[2]. The notice was signed by the general director of CJSC "Nizhny Novgorod Registrator" and director of the Nizhny Novgorod branch of CJSC "Partner," A. A. Kholodov[2]. The last known snapshot of the home page in the web archive is dated 10 April 2003[2]; by the time of transcription the domain nregistrator.ru no longer existed[2].
