On August 6, 2026, during a working visit by a Nizhny Novgorod delegation to Kyrgyzstan, the Nizhny Novgorod Region established partnership relations with two Kyrgyz regions — Chuy Oblast and Jalal-Abad Oblast — while Nizhny Novgorod became a sister city of the republic's capital, Bishkek. The event took place as part of the XII Russian-Kyrgyz Interregional Conference and the VIII Kyrgyz-Russian Economic Forum.[3]

Signing of the Agreements

The agreements between the government of the Nizhny Novgorod Region and the offices of the presidential plenipotentiary representative of the Kyrgyz Republic in Jalal-Abad and Chuy oblasts were signed by Gleb Nikitin, presidential plenipotentiary representative in Jalal-Abad Oblast Tilek Tekebayev, and presidential plenipotentiary representative in Chuy Oblast Elkinbek Ashirbayev.[3] The documents provide for cooperation in the trade, economic, scientific, technical, cultural, humanitarian, and social spheres, covering industry, agriculture, construction, healthcare, education, and tourism. The parties agreed to develop business contacts, create favorable conditions for joint projects, and exchange delegations on a regular basis.[4]

Minister of International and Interregional Relations of the Olga Guseva emphasized that the agreements should serve as the foundation for a "living, dynamic mechanism of cooperation," and not merely a trade partnership.[4]

Sister-City Ties

Alongside the interregional agreements, sister-city ties were formalized at the municipal level: Nizhny Novgorod became a sister city of Bishkek, Arzamas, and Gorodetsky Municipal District established sister-city relations with two cities at once — Tokmok and Kara-Kul.[5]

Economic and Educational Context

At the joint plenary session of the forum, Gleb Nikitin reported that over the past six years the Nizhny Novgorod Region's trade turnover with Kyrgyzstan had grown more than threefold: Kyrgyzstan is increasing its supplies of industrial and electrical equipment, while the Region exports ground transportation vehicles, wood products, chemical and petrochemical goods, and glass to the republic.[1] Among the specific proposals from Nizhny Novgorod companies are supplies of primer-enamels, primers, semi-finished lacquers and resins for paint and varnish production, micronized silica gels and silica sols, as well as the possibility of organizing local assembly production of machinery.[1]

In the educational sphere, approximately 105,000 students are enrolled at universities in the Nizhny Novgorod Region, of whom around 7,000 are citizens of approximately 130 countries; 40 of those students are from the Kyrgyz Republic. Thirty-one contractual documents are in effect between universities of the two regions. The Governor expressed readiness to train specialists for the republic in pedagogy, medicine, chemistry, and engineering.[6]

A separate outcome of the forum was an agreement to establish a joint IT cybersecurity competence center with Kyrgyz partners — Putin mentioned the Nizhny Novgorod Region in his address to the forum's participants in this context.[6]

Delegation Composition

Joining Governor Gleb Nikitin on the working visit to Kyrgyzstan were: Minister of International and Interregional Relations Olga Guseva, Shalabayev Yuri, head of Gorodetsky Municipal District Aleksandr Mudrov, Arzamas Mayor Aleksandr Shchelokov, and Honorary Consul of the Kyrgyz Republic in Nizhny Novgorod Vadim Yun.[3] Also on August 6, the delegation met with Kyrgyz Republic President Sadyr Zhaparov, who noted the significant potential for interaction between the two countries and singled out the role of the Nizhny Novgorod Region.[2]
