The Nizhny Novgorod Institute of Education Development (NIRO) is a state institution of continuing professional education of the Nizhny Novgorod Region, providing professional development and retraining of teaching staff. The institute operates as a state-funded institution of additional professional education (GOU DPO) and is one of the central structures in the regional system of pedagogical education. The institute was founded in 1929 and is located at Vaneeva Street, Nizhny Novgorod.[1]

Activities

NIRO conducts training and retraining of education workers across a wide range of fields. In 2012, GBOU DPO NIRO received accreditation for postgraduate professional education programs in the following specializations: theory and methods of teaching and upbringing (literature), correctional pedagogy, and theory and methods of vocational education.[1] The institute has specialized departments, including the Department of Pedagogy and Andragogy Technologies, the Department of Primary Education, and the Department of Vocational Education. Among the institute's areas of activity are supporting the implementation of Federal State Educational Standards (FSES) for primary, basic, and secondary general education, as well as the application of federal core educational programs (FCEP).[3] The institute publishes the periodical Nizhegorodskoe obrazovanie (journal)))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))), with contributions from faculty of Nizhny Novgorod universities. Participants are offered programs in educational management, among others. The institute hosts the regional educational platform Vektor Vozmozhnostey (Vector of Opportunities) — a digital space for teachers of the Nizhny Novgorod Region, providing online courses, distance olympiads, competitions, and collaborative projects; the platform is supported by NIRO's e-learning center. On the basis of NIRO, the "Digital Teacher School" operates — a program aimed at helping teachers master digital tools in the educational process. The institute carries out consulting activities: its structure includes a project and consulting Center for Educational Systems, as well as units engaged in independent assessment of educational quality and labor standardization in the education system. NIRO supports state final certification (GIA) in the Nizhny Novgorod Region: the institute maintains the regional GIA database and operates a helpline on matters related to the Unified State Exam (EGE), the Basic State Exam (OGE), and the State Final Exam (GVE). The institute offers individual internships as well as distance learning with online application submission.[3][2] On the basis of the institute, Competency Centers for the use of Smart, Panaboard, and Mimio interactive equipment have been established.[1]

Staff

The institute's staff includes doctors and candidates of pedagogical sciences. NIRO's personnel include 14 doctors of science and 88 candidates of science.[1] The Department of Pedagogy and Andragogy Technologies is headed by Doctor of Pedagogical Sciences Galina Aleksandrovna Ignatyeva (born 12 April 1954). The Department of Primary Education is led by Candidate of Pedagogical Sciences, Associate Professor, and Honored Worker of Higher Education of the Russian Federation Svetlana Konstantinovna Tivikova. The Department of Vocational Education is led by Doctor of Pedagogical Sciences, Candidate of Economic Sciences, and Professor Aleksey Yuryevich Petrov (born 7 April 1977).

A number of prominent Nizhny Novgorod educational scholars have worked at NIRO at various times. NIRO develops international cooperation, including with the Vienna University of Economics and Business.[1] Elena Nikolaevna Dmitrieva, Doctor of Pedagogical Sciences at NGLU named after N. A. Dobrolyubov, spent four years at the institute before moving to the linguistics university in 1992. Irina Nikolaevna Gerasimova received her education at NIRO in 2000 upon completing her primary career at an interschool computer center.[2]
