The Nizhny Novgorod Personnel Center "Rabota Rossii" ("Work of Russia") is a regional employment institution operating in the Nizhny Novgorod Region. The Center summarizes the results of employment program implementation and serves as the operator of federal projects in the field of personnel policy on the territory of the Region.

The "Mobility 2.0" Program

In 2024–2026, the Center serves as the regional operator of the Mobility 2.0 program, which is part of the national project "Personnel" being implemented in Russia from 2025 onward at the directive of President Vladimir Putin.[2] The program's goal is to increase labor mobility and provide staffing to organizations in the defense-industrial complex and other priority economic sectors.[1] Employers are reimbursed for a portion of the labor costs associated with recruited employees, and Center specialists support the process of personnel selection and relocation.[3]

Employment dynamics under the program by year:[2]

  • 2024: target — 69 people, actual placements — 91 people;
  • 2025: target — 55 people, actual placements — 118 people (the target was exceeded by nearly double); during the year, 13 Nizhny Novgorod employers joined the program;
  • first half of 2026: the target for all of 2026 is 80 people, yet within six months 95 specialists were recruited, including from other regions of Russia — the target was exceeded by 19%; 14 employers became participants in the program.[1]

According to acting Center Director Elena Vidyaeva, the geography of recruited specialists is expanding and business confidence in the program is growing. In August 2025, three employer clubs were opened at the Center — Bogorodsk; at launch, more than 30 enterprises and organizations of the Region joined them; the clubs' primary purpose is to inform entrepreneurs about state support measures and to work together on developing the regional labor market, with meetings held monthly.[4][2] Minister of Demography and Human Capital Development of the Nizhny Novgorod Region Igor Pantyukhin highlighted the particular importance of attracting personnel from various regions of the country to the Region's strategic enterprises.[3]

The Center regularly holds job fairs at its branches throughout the Nizhny Novgorod Region, including industry-specific events, specialized meetings for particular categories of citizens, and employment consultations. In August 2026, a series of job fairs was dedicated to the transportation and storage sector — one of the five fields with the greatest staffing needs in the Region, where more than 2,000 vacancies are open. At the job fairs, visitors can take vocational guidance tests, receive advice on résumé writing and interview preparation, and learn about free training programs under the national project "Personnel."
