The Nagorny Heat Center (NTC) is the largest boiler plant in Nizhny Novgorod, supplying heat to Upper Part. It was built in the 1960s and remains in operation to this day; it is managed by JSC Obyedinyonny Kommunalny Operator (JSC OKO).[4]

Purpose and Scale

The heat center supplies heating to approximately 250,000 residents of the Sovetsky and Nizhegorodsky Districts — thousands of residential buildings, dozens of kindergartens, schools, and hospitals.[1] Nearly 700 kilometers of heat distribution networks are connected to it.[1] As of 2026, the plant's total thermal capacity is 700 Gcal/h.[3]

The facility grew alongside the city: during the mass housing construction boom of the 1970s–1980s, its capacity increased by two-thirds.[2] Since 2018, the plant has undergone phased equipment automation works.[4]

2026 Modernization

In 2026, a major reconstruction was completed with support from the federal Fond Razvitiya Territoriy (Territorial Development Fund). Two old boilers were replaced with new automated domestically manufactured boilers No. 7 and No. 8; boiler No. 2 also underwent a major overhaul.[3][4] According to JSC OKO's Director General Dmitry Sivokhin, the new boilers are 20% more powerful than their predecessors while consuming the same amount of resources.[3] The combined capacity of the two new boilers increased by 40 Gcal/h.[3] The cost of installing the new boilers was estimated at approximately 600 million rubles; around 80% of this amount was planned to be covered by a loan from the Territorial Development Fund, with the remaining 20% coming from the utility organization's own funds.[4]

The reconstruction was carried out without halting the production cycle: while the new equipment was being installed and commissioned, the heat center continued operating normally.[2] The previous winter, the boilers underwent commissioning and testing, and it was planned to bring them to full capacity during the 2026/27 heating season.[3]

The progress of winter preparations was the subject of an on-site meeting between Shalabayev Yuri and JSC OKO Director General Dmitry Sivokhin. Shalabayev inspected the new boilers and ordered that preparations for the heating season be kept under special oversight.[3]
