ipekvk.nnov.ru was the website of the Institute of Applied Economics and Retraining of Military Personnel (IPEKVK), a state institution of continuing professional education within the Volga-Vyatka Academy of State Service[1]. The institute handled retraining of military servicemen and their family members; it was listed under that description in the Nizhny Novgorod directory and in the counter.nn.ru rating[2]. The domain belonged to the Nizhny Novgorod nnov.ru zone, the institute's mail ran on the academy's server (ipekvk@vvags.nnov.ru), and the bottom of the home page carried a "Nizhny Novgorod ring of links" banner with "previous — next — random" navigation[1]. Surviving snapshots of the site span 2000–2006[1][5].

What the site looked like in 2000

The earliest surviving snapshot of the home page is dated March 8, 2000. The page was arranged as a plain list of sections with no graphics: "Server news" (dated 03/08/99), "Information about the Institute", a list of departments, training programs, divisions, and "Contact information"[1].

As the home page put it, "the main tasks are carried out today by three departments, staffed with instructors who have substantial practical experience and international certificates" (spelling as in the source). The departments were "Market Economy", "Information Technology", and the department (division) of training firms[1].

Training was divided into professional retraining and continuing education; a separate line covered the "Auto Service" training track. The institute's support units were the instructional-methodological division, the instructional-methodological support laboratory, and the marketing of educational programs division[1]. In the page's service description the institute described itself as a state institution of continuing professional education of the Volga-Vyatka Academy of State Service and mentioned "commercial courses"; in the list of keywords, alongside "retraining of military servicemen" stood "automobile", "auto service", "auto trade" and "management"[1]. The page was maintained by the academy's webmaster, web@vvags.nnov.ru[1].

The 2002 rebuild

By the October 16, 2002 snapshot, the site had gained a grouped menu — "Information", "Departments", "Training", "Divisions". The institute's composition had also changed: the "Market Economy" department became the "Economics and Management" department, and the department of training firms turned into the "Training-Practice Firm". A job placement service was added to the list of divisions[3].

At the same time, the institute moved off the academy's mail system onto its own domain: the addresses became ipekvk@ipekvk.nnov.ru and lion@ipekvk.nnov.ru, and the "Nizhny Novgorod ring of links" banner disappeared from the home page[3]. The May 19, 2004 snapshot reproduces the 2002 page word for word: the home page had not changed in a year and a half[4].

Place in the Nizhny Novgorod internet

The site belonged to the Nizhny Novgorod Internet as a departmental resource of an educational institution: no forum, no news feed, no advertising — just program descriptions and contacts. In the Counter.nn.ru rating summary for 2000, it was listed under "Science and Education" with a score of 92.84[2]. How it closed

By 2006 the address ipekvk.nnov.ru no longer served as the institute's site: it now opened onto the academy's own home page — "State Educational Institution of Higher Professional Education, Volga-Vyatka Academy of State Service" — with a menu of "Home", "News", "Events", "Textbooks", "Directory", "Forum", "Distance Learning", "Schedule", "Photo Album", "Video Conferences" and the academy's own news feed[5]. The page footer gave the address "603950, Russian Federation, Nizhny Novgorod, Gagarin Ave., 46", the rectorate's phone number (8312) 65-72-11 and the admissions committee's phone number (8312) 12-15-58, along with details of state accreditation certificate B No. 000519 of June 24, 2005 and license A No. 164899 of May 5, 2005; support was handled by the VVAGS Center for Information Technology[5].

None of the institute's own content remained on this page — no departments, no "Auto Service" track, no job placement service[5]. The last home-page snapshot in the web archive is dated August 27, 2006[5]. What became of the institute itself after its address was handed over to the academy's general site is not recorded in the surviving snapshots.
