kib2.r52.ru was the website of the State Budgetary Healthcare Institution of Nizhny Novgorod Region "Infectious Clinical Hospital No. 2 of the city of N. Novgorod," which operated in the Nizhny Novgorod regional domain zone r52.ru. As the home page reported, the institution had been providing specialized medical care to the population of Nizhny Novgorod Region for infectious and parasitic diseases "for more than 120 years now," and its supervising body was the Ministry of Health of Nizhny Novgorod Region[1]. The round-the-clock phone number of the admissions department was (831) 433-00-33[1]. According to our web-archive sample, the first snapshot of the site is dated June 28, 2002, and the last October 7, 2022; by the time of our survey the domain no longer responded.

What the site looked like

This was a typical site of a state medical institution of the second half of the 2010s: a horizontal menu of eight items — "Home," "Our Services," "Our Contests," "Vacancies," "Patient Reviews," "Questions and Answers," "Contacts," "Help for the Patient" — with a search box and a "Version for the visually impaired" switch above it[1].

The home page was arranged as a summary of mandatory information with links for downloading documents: an extract from the Unified State Register of Legal Entities (6.14 MB), the charter (9.54 MB), licenses (3.31 MB), internal regulations, and the daily schedule[1][3]. Separate blocks listed the addresses and phone numbers of oversight bodies: the regional Ministry of Health at 7 Nesterova Street, phone (831) 435-31-20; the Federal Service for Surveillance in Healthcare (Roszdravnadzor) office at 32 Varvarskaya Street, phone (831) 411-92-04; the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) office at 1 Turgeneva Street, phone (831) 436-78-90[2]. There were also links to the Nizhny Novgorod public services portal gu.nnov.ru and to the "Gosuslugi NN" groups on VKontakte and Facebook[1].

By 2019 the top of the page was occupied by a row of informational banners: "Attention! Tick season!," a notice about children's rights to free medication, instructions on the independent assessment of service quality, and a link to the regional center for AIDS prevention and control[3].

What the hospital reported about itself

According to the site's description, eight clinical departments were deployed for inpatient care, including a round-the-clock care department for HIV-infected patients with comorbidities and the "only one in the region" adult intensive care unit for infectious diseases[1]. Medical care, as the home page stated, was provided by two candidates of medical sciences and thirty physicians of the highest and first qualification categories[1]. The diagnostic base was described as three laboratories: clinical-biochemical, bacteriological, and a laboratory for enzyme-linked immunosorbent assay and PCR diagnostics[1].

The stated area of specialization was viral hepatitis and liver cirrhosis: since 2002 the institution had operated a hepatology center, and care for such patients was provided in two inpatient departments[1]. The 2017 snapshot states that the center was organized on the basis of the consultative and diagnostic department[2]. The work was carried out in cooperation with the Department of Infectious Diseases of the Nizhny Novgorod Medical Academy; in 2017 this was supplemented by a mention of clinical trials and an accreditation certificate[2].

The site published the names and office hours of doctors. The admissions department was headed by infectious disease physician Olga Mikhailovna Shishova, and the consultative and diagnostic department by Elena Viktorovna Kalinina; the 2019 snapshot also lists infectious disease physicians Maria Vladimirovna Shkarina and Tatyana Nikolaevna Kolobova, with appointments booked by phone at (831) 434-17-64 and (831) 415-75-11[3]. A separate notice announced outpatient appointments with psychiatrist-narcologist Igor Eduardovich Borisov by phone at (831) 415-75-09[1].

Place in the Nizhny Novgorod internet

The site entered our survey through the directory of the Nizhny Novgorod catalog nn.ru, where it was described through a list of care profiles: liver, biliary tract, and gastrointestinal diseases, toxoplasmosis, cytomegalovirus infection, and other infectious diseases (more on the sample — Archival study of the Nizhny Novgorod internet from the counter.nn.ru rating).

The hospital's site was not a notable participant in the public life of the Nizhny Novgorod internet. In the surviving voting results of the Nizhny Novgorod Internet Day for 2004, kib2.r52.ru does not appear, although neighbors from the same regional zone — riann.r52.ru and dom.r52.ru — are present in the table[4]. It also does not appear in the samples of the Counter.nn.ru counter that we have preserved, and no votes for it are recorded in our data. This is the ordinary fate of a departmental site: it existed not for the sake of traffic but as a mandatory showcase for the institution, occupying a service niche in the Nizhny Novgorod Internet.

How it closed

The surviving snapshots from 2016, 2017, and 2019 show an almost unchanged text: from year to year, mainly the links to the state guarantee programs for free medical care changed — for 2016, then for 2017, and for 2018 with a planning period[1][2][3]. The site was not redesigned, only updated as regulatory documents changed.

The last snapshot in the web archive is dated October 7, 2022. The domain kib2.r52.ru was no longer working at the time of checking, and our data contain no information about a move to another address.
