The Gagarin Avenue Parallel Road is a motor highway in Nizhny Novgorod that has been in design and under construction since 2024. It is intended to relieve congestion on Gagarin Avenue and the Myzinskiy Bridge, and to provide a transport link between the Prioksky and Avtozavodsky Districts, including the Novinki settlement and adjacent areas. The route will run from Larina Street in Prioksky District, across the Oka River, to Fuchika Street; the total length of the sections under construction is 12.5–12.8 km. Completion is scheduled for late 2028.[3]
Project and Road Parameters
The original plan called for the parallel road to be built in four phases, running from Akademika Sakharova Street to Fuchika Street. During the approval process, however, the first phase was dropped due to a lack of funds, and only three phases — the second through the fourth — were included in the concession agreement.[2] The full length of the highway is designed with four lanes — two in each direction. A defining feature of the project is the absence of at-grade intersections with major roads: interchanges with overpasses are provided at all such junctions.[2]
The second-phase route begins at Larina Street, where an interchange with an overpass is planned, then passes through Blizhnekonstantinovo, to the left of the village of Lyakhovo (with noise barriers along the residential development), and reaches the village of Beshentsevo. At a deep ravine along the route, the project provides for an engineered structure. Near Beshentsevo, a second interchange is planned, with an overpass above the Olgino–Bolshaya Elnya road. The road then continues across the fields of Kstovsky District to the federal highway R-158.[2]
The Concession and Construction Progress
Construction is being carried out under a concession agreement concluded by the Nizhny Novgorod Region government with OOO Kontsessionnaya Stroitelnaya Kompaniya No. 11, a subsidiary of JSC DSK Avtoban. The construction cost is estimated at 64.4 billion rubles.[1] The general contractor commenced work in early 2024.[2]
As of July 2026, construction of the second and third phases is more than 53% complete. Road surfacing, including the base layer, has been laid over 7.8 km of the 8.5 km stretch; power supply and lighting systems are being installed, along with noise barriers and pedestrian overpasses. Construction of the interchange at Larina Street is proceeding in parallel: once the relocation of utility lines is complete, reconstruction of a section of the street and construction of an overpass are planned. According to the regional Ministry of Transport, work is on schedule and conditions exist for early delivery of the facility.[3]
To clear the road corridor, the authorities are acquiring privately owned land plots on a compensated basis. In August 2025, an order was published for the compulsory acquisition of a further 24 plots with garages in the Vympel-1 cooperative on Larina Street in Prioksky District, with a total area of 526.3 sq. m.[1]
Significance for the Agglomeration
The authorities regard the parallel road as a key infrastructure element in the development of the southern corridor of the Nizhny Novgorod Agglomeration. Its proximity to the federal highway R-158 and to the road under construction has been cited as one of the main arguments for selecting sites for major investment projects in Novinki — in particular, it was the reason given for choosing the location for the Wildberries warehouse complex in that area.[2] The new road is also mentioned in the context of obtaining federal funding for utility networks in Novinki, where the creation of new jobs was a condition for the allocation of funds.[2]
