ei.nnov.ru — the website of the Nizhny Novgorod telecommunications company CJSC PKF "Energoinform," launched on 14 April 2003[1]. The company provided communications services in Nizhny Novgorod and the region; its office was located at Gagarin Avenue, 176a, and its phones carried the Nizhny Novgorod area code 8312[2]. According to the home page, CJSC PKF "Energoinform" was founded in 2001[2]. The last web-archive snapshot of the site with surviving text was taken in January 2008[4].

The 2003 site: IP telephony cards

The earliest surviving version of the home page consists almost entirely of a single news item dated 14 April 2003: "On 14 April 2003 the website of CJSC PKF 'Energoinform' opened for visitors," with the home page noting that "as of today only the pages devoted to IP telephony have been launched"[1]. Visitors were promised IP telephony cards, tariff plans and rates by destination, free service features, and the addresses where cards could be purchased[1]. The site menu consisted of six items: news, about the company, ip telephony, internet, tariffs, where to buy a card[1]. Suggestions and comments were to be sent to a named personal address — A.Saratovtsev@ei.nnov.ru[1].

Services, licenses, and contacts

By 2004 the home page had turned into an elaborate business card. The company described itself as a "young, dynamically developing telecommunications company providing communications services in Nizhny Novgorod and the region"[2]. The list of services included high-speed radio-channel internet access in Nizhny Novgorod and the region, corporate network organization, leased communication channels, backup channels, IP telephony, e-mail, servicing of computer equipment and enterprise mini-PBXs, and, as a separate item, "resolving communications problems in cases of a lack of wireline capacity" (the typo is preserved as in the snapshot)[2].

The same page listed three licenses from the Russian State Communications Committee (Goskomsvyaz) dated 13 September 2001: No. 19238 for leasing communication channels, No. 19266 for data transmission services, and No. 19343 for telematic services[2]. The 2004 contact details were: 603009, Nizhny Novgorod, Gagarin Avenue, 176a, office 413; commercial department (8312) 77-80-77, subscriber department (8312) 77-80-02, e-mail sales@ei.nnov.ru; a route map was attached to the page[2]. In the 2006 and 2008 snapshots the same building is listed under postal code 603107, with the phone number (8312) 77-80-77 and the address info@ei.nnov.ru, and the home page had gained a request form with the fields "Full name," "E-mail," and "Request text"[3][4].

From provider to power engineering

In the second half of the 2000s the home page's news feed consists almost entirely of projects for power engineers and large enterprises in the region. In 2005 it reported the completion of an automated electricity metering system (AIIS KUE) project for the "Trunk Grid Company," a subsidiary of OAO "Nizhnovenergo" (19 substations at 220 kV, 320 metering points), the telemechanization of 12 distribution points of the "Central Electric Networks," the commissioning for trial operation of an AIIS KUE at the "Oka" 220 kV substation (32 metering points), the first stage of the corporate network of the Volga-Vyatka Bank of Sberbank of Russia, and a cabling system for the "Arzamas Electric Networks" branch of OAO "Nizhnovenergo"[3]. In separate sections the home page presented the BreezeACCESS wireless data network and the rollout of the "Flagman" corporate information system at OAO "Dzerzhinsk CHPP" (thermal power plant), described as the company's largest project[3].

The January 2008 snapshot adds to this list entries from 2006: the renewal of communications service licenses on 13 September, new internet access tariffs from 1 September, a subagency agreement with OOO "SCS Sovintel" for long-distance and international telephone service, and an agency agreement with OOO "Agency for Business Communications" for zonal telephony — both dated 1 June 2006[4].

Place in the Nizhny Novgorod internet

The site was listed in the nn.ru directory as "Website of CJSC PKF 'Energoinform'" with the terse description "Services, tariffs, contact information," and appeared under several categories at once: "Firms (Enterprises): Computers and Office Equipment: Repair and Maintenance"[5], "Communications and Communication Facilities: Communication Equipment, Services, and Other"[6], and "Communications and Communication Facilities: IP telephony"[7]. Next to the listing, the directory printed the Counter.nn.ru rating value: in the autumn 2003 snapshots it stayed in the range of 29 to 37 — 37 in September[5], 29 in the IP telephony category a few days later[7], and 36 at the end of November[6]. In the surviving final voting table of the 2004 Nizhny Novgorod Internet Day, ei.nnov.ru does not appear[8]: according to our data, the site's trace in the Nizhny Novgorod Internet is limited to its directory listing and rating figure.

How it closed

News feed updates stop at an entry from 27 December 2006 — a New Year and Christmas greeting; a snapshot from 16 January 2008 shows the same page with not a single new entry and a copyright notice reading "© 2005 Energoinform"[4]. The last web-archive snapshot of the home page is dated January 2008[4]; our data contains no later versions of the site, and the address ei.nnov.ru itself was no longer responding by the time this entry was compiled.
