debstc.euro.ru was the website of the Dzerzhinsk Intersectoral Scientific and Technical Center (DMNTTs) from Dzerzhinsk, Nizhny Novgorod Region, which offered hydrogen and oxygen generators, hydrogenation units and non-standard equipment. The contacts on the home page listed the address "606010 Nizhny Novgorod Region, Dzerzhinsk, Lenina Ave., 85", phone/fax (8313) 26-06-81 and the email debstc@mts-nn.ru, and the settlement account was opened at the Vneshtorgbank branch in Nizhny Novgorod[2]. The center, as the home page stated, was "founded in 1988"[2]. In the web archive the address is recorded from March 2, 2001[1] to March 7, 2016[2].
What the site looked like
The early 2001 version was built on frames: for a visitor whose browser did not support them, the page reported this in a separate line and offered the "main home page"[1]. On the page itself the organization was named "Dzerzhinsk Intersectoral Scientific and Technical Center with a Chemical Equipment Plant (ZKhO)", and the motto promised "Over 10 years in machine-building / electrolyzer-building and gas / hydrogen energy"[1].
In the 2016 snapshot the frames are gone, and a horizontal menu sits at the top of the home page: "Home", "News", "Hydrogen / Oxygen Generator", "Hydrogenation Unit", "Nozzle for G + L Reactor", "Guest Book", "English version"[2]. By that time the motto had grown to "20 years in machine-building / electrolyzer-building and gas / hydrogen energy and technologies"[2]. The page stated its equipment requirements: "Recommended: IE5 and above, 1024 x 768", and the last-updated date — November 1, 2007[2]. At the bottom was a line with links to Chat.ru and Asia.ru: the Russian letters in it had crumbled into unreadable characters — a trace of the era when Cyrillic circulated online in several encodings at once[2].
What the center offered
In 2001 the list of work was broad: hydrogen and oxygen generators with capacities of 25/12 l/h, 1000/500 l/h "and more", stirred apparatuses (mixers), catalytic hydrogenation processing units, alternative power units, non-standard equipment, "design-and-construction work", and design of heating and ventilation systems[1]. By the 2016 version the list had shortened: hydrogen and oxygen generators (6/3 l/h, 1000/500 l/h and more), petroleum products hydrogenation units, non-standard equipment and design-and-implementation work[2].
A notable feature of the home page was the "ASSETS" section, where the enterprise listed its property right on the front screen. Tangible assets included a "12x13-meter, 7-meter-high insulated warehouse in the old center of Dzerzhinsk" with a 380/220-volt power supply (up to 25-50 kVA), without heating and classified as an unfinished construction, with land-plot rights from January 1, 2001 under a Dzerzhinsk administration decree; also listed were sets of hydro- and oxygenation equipment based on hydrogen and oxygen generators, for example for processing coal and petroleum-product waste into gasoline and alcohols, converting liquid fats into solid ones, and gas filling and blowing. The intangible asset listed was know-how based on Russian patent 1708931, "Filter-press electrolyzer for producing hydrogen and oxygen from water"[2]. The page also stated that "there are no liabilities", gave payment details, the taxpayer ID and OKONKh/OKPO codes, and the names of the managers — director Sergei Mikhailovich Simonov and deputy director Sergei Sergeevich Simonov[2].

The site did not live on its own domain but as a third-level address on the euro.ru platform. According to our check of the live address, the euro.ru platform is today occupied by a domain-for-sale page, and none of the site's content remains there.
