dztpp.r52.ru was the website of the Chamber of Commerce and Industry of Dzerzhinsk, operating in the Nizhny Novgorod regional domain zone r52.ru from 2002 and updated at least until March 2016[1][5]. The footer of the home page carried the same address in every surviving snapshot — "606000, Dzerzhinsk, Nizhny Novgorod Region, Dzerzhinsky Square, 3", telephone (8313) 25-20-33 and fax (8313) 26-44-09[2][5]. It was not merely the corporate site of the business association of the Nizhny Novgorod Region's second-largest city, but a reference and news hub for Dzerzhinsk business: a news feed of the chamber and its members, a service catalogue, a magazine, a competition, and a dozen bureaus and services.

"A guide to the business world of Dzerzhinsk"

The earliest snapshot is dated 13 July 2002. Of the page in it, only the title "Dzerzhinsk Chamber of Commerce and Industry" survived, but the service fields were preserved: the site described itself as "the Dzerzhinsk Chamber of Commerce and Industry — a guide to the business world of Dzerzhinsk", and the keyword list included "Dzerzhinsk, chamber of commerce and industry, investment, entrepreneurship, business, business services, support for producers, market, market promotion, association of entrepreneurs, certification of products and services, appraisal, appraisal activity, expert assessment, market value"[1]. The notice "Copyright © 'DTPP' 2002" remained in the footer fourteen years later[5]. By the mid-2010s the slogan "In the interests of business, for the good of Russia" had appeared above the menu[4].

The menu: what the chamber offered

The left-hand column was a dense list of services. In the 2011 snapshot the "Types of activity" section listed expert assessment, appraisal, building and structure inspection, certification of products and services, patent work, barcoding, standardization, certification of exporters' documentation and foreign trade documents, translation from foreign languages, energy audits, processing fire-safety declarations, as well as the "Bureau of Economic Security", an arbitration tribunal, "Emergency Legal Aid" with lawyer consultations, and a bank broker[2]. By 2015—2016 the offering had shifted with the times: "Counterparty checks", "Assistance in participating in electronic tenders", "Protection of intellectual property", forensic construction and technical expertise were added, along with separate pages on the appraisal of businesses, real estate and land plots, and the membership menu gained an item on "Cooperation between the CCI and the chambers of commerce of the Canary Islands"[4][5].

The right-hand column showcased the chamber's own projects: the magazine "Izvestia TPP g. Dzerzhinska" (News of the Dzerzhinsk CCI), the "Elite of Dzerzhinsk Business" competition, a "Virtual Exhibition of Enterprises", an education and business center, a translation bureau, a business travel bureau, a home services bureau, a labor exchange, the "Strakhovoye Pole" (Insurance Field) insurance broker, the "Merkuriy-klub" (Mercury Club), the Dzerzhinsk real estate operations center "Kvartirny Vopros" (Housing Question), and the "Chto? Gde? Pochyom?" (What? Where? How Much?) — 064 reference service[2]. Later, a mortgage broker, the "Tureksport" (TourExpert) tourist bureau, the "Zabota" (Care) social program, and a consumer rights protection center were added[4][5]. Public associations existed under the chamber's umbrella — an accountants' club, a guild of hairdressers and beauticians, and a committee of non-state security organizations[2]. The site had Russian and English versions[2].

The feed as a chronicle of Dzerzhinsk industry

The home page was dominated by three streams: "CCI News", "Event Announcements", and "News of CCI Members". The last stream is what makes the site's archive valuable — through it one can see what the Dzerzhinsk factories were living through. As the home page reported, on 3 October 2011 the chamber was accredited as a consultative and methodological center within the "Euro-Standard-Test" voluntary certification system, and the day before, on 17 August, its premises hosted a meeting between the management of the Iranian chemical company Isun Kimia Co and representatives of OOO Korund[2]. The same page carried a report on the sixth international conference "Karbamid-2011" (Urea-2011), which gathered about a hundred participants from five countries at the Chaika hotel in Dzerzhinsk's green zone, and on an agreement between OAO NIIK and the Italian company Eurotecnica Contractors and Engineers S.p.A.[2] In the 2013 snapshot the chamber announced a new line of business — "environmental support for enterprise operations, environmental outsourcing" — and reported an interregional conference on preventing family distress, held at its building on 11—12 September 2012[3]. Later issues describe the "Polymers of Russia-2014" award for ZAO Tiko-Plastik, a NIIK contract with the Qatari company QAFCO, and the fact that on 12 February 2016 the chamber's president, Olga Kudryavtseva, was again appointed to the Public Council under the head of Dzerzhinsk[4][5]. The February 2015 issue of the chamber's magazine opened with the theme "The Chamber of Commerce and Industry: 20 years in the interests of business, for the good of the city"[4].

Place in the Nizhny Novgorod internet

In our data the site is recorded in the directory listing of nn.ru, where it appeared as "Dzerzhinsk Chamber of Commerce and Industry — a guide to the business world of Dzerzhinsk". It does not appear in the surviving samples of the Counter.nn.ru counter, and it is absent from the final voting table of the Nizhny Novgorod Internet Day for 2004, which lists other sites of the r52.ru zone[6]. This is a typical position for a departmental resource: it did not live by traffic or contests but by being its organization's sole address on the web — a case examined in the Archival study of the Nizhny Novgorod internet from the counter.nn.ru rating and in the overview of the history of the Nizhny Novgorod Internet. One detail betrays the engine's age: in the 2011 snapshot, below the footer hangs an unrelated line, "Forex market in Asia and forecasts for the day", unconnected to the chamber's content[2].

How it closed

The last update visible on the surviving home page snapshots dates to 3 March 2016[5]. According to our sample's record, the domain's last snapshot is dated 22 July 2018. In the snapshot from 3 June 2022, the address dztpp.r52.ru already redirects to the service stub page 404.r52.ru[7]. The Chamber of Commerce and Industry of Dzerzhinsk itself is not exhausted by this — this concerns only the fate of the address in the r52.ru zone, which for twenty years was its representation on the web.
