The site listed the agency's address: 603082, Nizhny Novgorod, The Kremlin, telephones (8312) 39-14-78, 39-05-81, 39-18-67, fax (8312) 39-04-50, 39-19-88, and the e-mail address public@dves.kreml.nnov.ru[2][3].

Even so, by its address and its 8312-code telephone numbers the site was firmly tied to Nizhny Novgorod and represented an official regional-government body within the Nizhny Novgorod Internet of the late 1990s and early 2000s[2][3].
