What the site looked like and what it offered

The home page was a short advertising flyer under the headline "Dedicated Radio Channel to the Network." It opened with the exclamation "A grand offer from the internet provider 'PSS'!" and was addressed to "residents of apartment blocks on Norvezhskaya and Eltonskaya streets in N. Novgorod"[1]. The project was a local, address-specific initiative of a single provider for residents of two particular streets, rather than an independent resource with a broad audience — and its presence in the directories of the Nizhny Novgorod Internet reflected that: it was listed in the nn.ru directory, in the "/rub/" section, but no other evidence of visibility appears in the preserved samples[1].
